"Services Including Software" Held in Abeyance for Offsets

We need to pragmatically device ways to curb/control corruption in contracts, and  in offset projects alike. Type of software projects that could fall in the ambit of offsets and right valuation aspects of such projects could be rationalized. Certain software projects in which there are many stakeholders, and the projects which as standalone do not make a business proposition but benefit the Indian Defence Industry as a whole including making processes efficient and transparent, could be a fit case as offset projects. 

Valuation of the projects could be done diligently to avoid over-pricing.

Answer to 'overweight' is NOT to stop eating but having a diet that is 'healthy enough to make one live decently yet reduce weight' --- a sermon worth attempting in offset projects too.

BEL, Pilatus Aircraft Launch Offset Project

Bharat Electronics Ltd (BEL) and Pilatus Aircraft Ltd, Switzerland, have announced to set-up an offset project in India to establish an electrical harness manufacturing capability at BEL's Bangalore Complex.The project will enable BEL to manufacture electrical harnesses for the Pilatus global supply chain.

Pilatus Aircraft Ltd entered into a contract with the Government of India in 2012 for the supply of 75 PC-7 MkII turboprop basic trainer aircraft to the Indian Air Force. The contract includes an integrated ground based training system, a comprehensive logistics support package and a 30 per cent offset obligation. 

Pilatus has taken the offset obligation as a major opportunity to expand its footprint in India.
